Protest over judges' selection rocks Madras HC

CHENNAI: After a long lull, the Madras high court campus has again been gripped by disquiet. This time , the list of 12 names finalized by the higher judiciary for appointment as judges of the court triggered agitations , boycotts and serious allegations . 
On Tuesday, Chief Justice R K Agrawal's antechamber came under siege from several advocates who took out a rally along the court corridor during working hours. Moments before that , the Madras High Court Advocates Association (MHAA) had debated the merit , or lack of it, of the judge-probables , and announced a token one-day boycott of court work on Wednesday . 
"We have decided to stay off courts on Wednesday , demanding recall of the entire list and transparency in the selection process , as laid down by the Supreme Court and the Constitution ," said MHAA president R C Paul Kanagaraj . 
If names of those shortlisted are shared with the Bar , the judiciary could avoid complications and allegations at a later stage , as advocates can forward all details available with them to the collegium , Kanagaraj told TOI. "We want total transparency and fair procedure in the matter . We expect persons with ability , integrity and character , not to say good court practice , alone to be considered for elevation to the high court ," he said . 
Immediately after the extraordinary general body meeting of the MHAA, a group of advocates , including Vijayakumar , Rajnikanth , Vijendran and Srinivasa Rao , took out a rally and occupied the ante-chamber of Chief Justice Agrawal . They denounced those responsible for finalising the candidature of less worthy advocates for the constitutional position , despite the fact that several able advocates from marginalised sections of society were available for the job. 
Some of the Bar leaders were permitted to meet the Chief Justice, who, according to them, told the advocates that the list was prepared in consultation with the 10 seniormost judges of the court. The lawyers told reporters that the recommended list was faulty and added that the agitation would be intensified if the list was not recalled immediately. 
Earlier, advocate S Prabakaran , who argued a PIL against the list before a division benchof Justice S Rajeswaran and Justice P N Prakash on Monday , wanted the casetobeheardby a different bench . Acceding to his request, and also due to the criticism against them, the judges recused themselves from hearing the case. The case, filed by senior advocate R Gandhi, will now be heard by a specially constituted bench comprising Justice V Dhanapalan and Justice K K Sasidharan at 2.15pm on Wednesday.
